This is the standard attack action. Your artillery will shell your opponent to prepare the ground for your troups to attack and eventually gain some ground.
A “Lagging behind” unit will still be able to attack but will not make your operation progress (but will instead lose the “Lagging behind” trait).
Of course, you need to be supplied in ammo in order to make an assault.
